Resumo: This ecological study describes lip and oral cancer (LOC) incidence trends in MERCOSUR countries from 2003 to 2019, after the implementation of the measures from World Health Organization Framework Convention of Tobacco Control (MPOWER). The scores of these measures, first attributed in 2007, and then every two years since 2008, were compared to the LOC Age-Standardized Incidence Rates (ASIRs). The ASIRs for males in 2003 and 2019 were: Brazil: 7.33 and 6.34; Paraguay: 4.29 and 4.40; Uruguay: 7.41 and 6.98; Argentina: 5.41 and 4.49; and Venezuela: 3.47 and 3.22. While in females, respectively: 2.11 and 1.94, 1.06 and 1.05, 1.87 and 2.11, 1.50 and 1.55 and 1.75 and 1.82. The Annual Rate of Change during 2010 and 2019 in males were: Brazil: -0.07(-0.01 to -0.14); Paraguay: 0.10(-0.21 to 0.55); Uruguay: -0.02(-0.26 to 0.27); Argentina: -0.01(-0.26 to 0.29); and Venezuela 0.03(-0.24 to 0.35). For females, respectively: -0.09(-0.03 to -0.15), 0.01(-0.26 to 0.34), -0.03(-0.26 to 0.23), 0.02(-0.20 to 0.30), and 0.09(-0.17 to 0.42). The results suggest that countries that progressed with the implementation of MPOWER experienced reductions in the incidence of LOC in men.
